Tara Devi Temple stands on a wooded hilltop above the Kalka–Shimla highway, southwest of Shimla town, at roughly 1,850 metres. It is a Shakta shrine to Goddess Tara, worshipped here as a form of the Mother Goddess, and she was the family deity of the Sen rulers who once held this region. Tradition holds that a Sen king brought the goddess's worship from Bengal and that Raja Balbir Sen had an ashtadhatu (eight-metal alloy) image made and installed on the Tara hill in 1825, after the goddess appeared to him and asked to be seated on the summit. What draws most visitors, beyond the deity, is the setting: a small temple ringed by deodar forest with an open view across the valleys to the snow line on a clear day.
March to June and September to November are the easiest months — mild days, clear air and a good chance of the long Himalayan view. Navratri, especially Ashtami, is the temple's biggest occasion and a fair is traditionally held on the hill then; it is genuinely crowded on those days, so elders may prefer a morning outside the festival week. December to February brings snow and cold on the hill, and July to September monsoon rain makes the forest path slippery.
The nearest railhead is Taradevi station on the narrow-gauge Kalka–Shimla line, about 8 km short of Shimla station and roughly 81 km up from Kalka; from the station you take a taxi or auto up to the temple hill. The nearest airport is Shimla (Jubbarhatti), a short drive away, but flights there are limited — most families fly into Chandigarh, about 115 km away, and drive up. By road the turn-off is on the Kalka–Shimla highway a short drive southwest of Shimla town, and taxis run from Shimla and from Shoghi.
The shrine is on a hilltop. A motor road climbs most of the way and there is a final flight of steps, which is manageable for many older visitors but not step-free; some pilgrims instead walk up the forest trail from the highway, which takes about an hour and is not suitable for elders or in the rain. Carry a warm layer even in summer — the hill is colder and windier than Shimla town. Confirm darshan timings with the temple before you travel.

Is Tara Devi Temple in Shimla difficult for elderly people to visit?
Not especially, if you go by vehicle. Taxis go up the hill road close to the temple and only a short flight of steps remains. The long forest walk from the highway is the harder option and is best avoided by elders, and by anyone during the monsoon.
